Revises the distribution formula for Commercial Mobile Radio Service (CMRS) emergency telephone service charges from postpaid wireless customers, changing the amount retained by the CMRS Board from 30% to 6% of total charges collected.

Increases the minimum distribution to Emergency Communications Districts (ECDs) from 70% to 93% of total postpaid CMRS service charges collected, distributed monthly based on the number of CMRS connections in each ECD.

Establishes new procedures for prepaid wireless E911 charges at $1.00 per retail transaction, collected by sellers and remitted to the Mississippi Department of Revenue, with 2% seller deduction and 2% department administrative fee.

Requires the CMRS Board to distribute prepaid wireless E911 charges as follows: up to 4% for board administrative purposes, at least 90% to communications districts based on population, and up to 2% retained by the board for administration costs.

Maintains the postpaid CMRS service charge at $1.00 per month per connection and effective date of July 1, 2017.
