Amends the fee structure for annual special permits issued by the Department of Transportation for vehicles transporting heavy equipment with nondivisible loads of 150,000 pounds or less, replacing the flat $4,500 fee with a tiered system based on the number of pulling units.

Establishes new permit fees: $2,000 for one or two pulling units, $3,000 for three to nine pulling units, and $4,500 for ten or more pulling units.

Allows owners of multiple pulling units to operate more than one pulling unit simultaneously according to a schedule established by the Department of Transportation.

Brings forward Section 27-19-81 (excess weight authorization and permits) and Section 63-5-51 (special permits for overweight and oversized vehicles) for potential future amendment without making substantive changes to their current provisions.

Effective date: July 1, 2017.
