Allows vehicle purchasers who trade in a vehicle to a dealer to retain and reuse the traded vehicle's license plate on the newly purchased vehicle if the plate series, vehicle type authorization, and county match.

Permits sellers or transferors of vehicles (other than dealers) to retain and reuse their removed license plate on another vehicle they are registering for the first time, instead of surrendering it, under the same matching conditions of series, vehicle type, and county.

Requires license plates transferred between vehicles to be of the same series, authorized for the type of vehicle being registered, and issued in the same county as the new registration.

Amends Mississippi Code sections 27-19-63 and 27-19-141 to allow license plate retention and reuse in specified circumstances while maintaining existing tax credit provisions.

Takes effect July 1, 2018.
