Establishes a Municipal Water, Sewer and Wastewater Systems Repair and Replacement Grant Program administered by the Department of Environmental Quality to assist municipalities with costs of repairing and replacing damaged, outdated, or inefficient water and sewer lines and wastewater treatment facilities.

Requires municipalities seeking grants to submit a plan to the Department of Environmental Quality identifying proposed projects, condition of existing systems, and proposed repairs or replacements with design specifications.

Municipalities must provide matching funds equal to 20% of the grant amount to be eligible for assistance.

Creates a special fund in the State Treasury called the Municipal Water, Sewer and Wastewater Systems Repair and Replacement Grant Program Fund, consisting of legislative appropriations and any other monies designated by the Legislature; grants made on a project-by-project basis.

Department of Environmental Quality has authority to supervise fund use, review and certify projects, maintain records of all grants and projects completed, and adopt necessary rules and regulations; takes effect July 1, 2017.
