Authorizes municipalities to adopt ordinances allowing uniformed law enforcement officers, law enforcement employees, or municipal employees to issue citations for violations of zoning, building/safety codes, housing/rental, sign, and property maintenance ordinances.

Requires citations to be issued to both the property occupant (if identifiable) and owner according to county tax rolls, with both presumed responsible for the violation.

Allows citations to be served by personal service or certified mail to the property address and owner's address on the tax roll.

Establishes a 30-day administrative process for municipalities to resolve violations before issuing arrest warrants, with no arrest permitted for failure to appear except by affidavit and warrant.

Exempts cases resolved through the administrative process from municipal court docket and judgment entries unless an arrest warrant is issued; effective July 1, 2017.
