Creates the "Nonpartisan District Attorney Election Act" making district attorney offices nonpartisan, prohibiting political parties and their affiliates from campaigning, fundraising, or endorsing candidates for district attorney.

Requires candidates to pay $250 to the Secretary of State and file a petition signed by at least 50 qualified electors from their county to qualify for the ballot by 5:00 p.m. on March 1.

Establishes ballot procedures listing district attorney candidates alphabetically on a separate nonpartisan section with no party affiliation indicated; all qualified electors can vote regardless of party affiliation.

Provides for runoff elections three weeks after the general election if no candidate receives a majority of votes, with the two candidates receiving the highest votes advancing to the runoff.

Sets district attorney elections for the Tuesday after the first Monday in November 2019 with a 3-year term until January 1, 2020, then every four years thereafter in November 2022 and beyond concurrent with congressional elections.

Limits individual and non-political action committee contributions to $2,500 per candidate and requires disclosure of campaign loans and identities of lenders; prohibits political party contributions entirely.
