Amends Mississippi Code Section 25-43-3.114 to require state agencies to readopt rules based on federal agency guidance documents, interpretation letters, or other federal agreements if those rules were not adopted using the Federal Administrative Procedures Act's notice and comment requirements.

All affected rules automatically expire on December 31, 2017, unless the state agency readopts them at least 60 days before expiration using Mississippi's rule-making process.

Requires each state agency to provide the Legislature's appropriate standing committee chairs with a list and summary of rules scheduled to expire within 30 days of the act's effective date.

Maintains the existing requirement that agencies review all rules at least every five years to determine whether rules should be repealed, amended, or newly adopted.
