Requires each state institution of higher learning to display the Mississippi state flag and United States flag in close proximity to the university administration building during daylight hours when the institution is in session, weather permitting.

Places responsibility with the Board of Trustees of State Institutions of Higher Learning to provide and maintain the flags and their display.

Mandates state universities lower the United States flag to half-staff whenever ordered by the President of the United States or required by federal law.

Requires institutions to announce half-staff flag lowering by posting written notice throughout campus and sending electronic notice to students and faculty explaining the reason for the lowering.

Effective date: July 1, 2017.
