Amends Section 3-3-16 of the Mississippi Code to redesign the official state flag.

Replaces the current flag design (adopted in 1894) with a new design featuring a magnolia flower in a circular center with 20 gold stars on the inner ring.

New flag design includes three horizontal bars of equal width in old glory blue (top), white (center), and old glory red (bottom), with the circle diameter measuring two-thirds the width of the flag.

Magnolia flower at the center contains six white outer petals, three white inner petals, a gold pistil, and six green leaves.

Takes effect July 1, 2017.
