Replaces Mississippi's official state flag design effective July 1, 2017, with a new design featuring 19 stars in an outer circle, 6 stars in an inner circle, and 1 large center star on an old glory blue canton, representing the first 19 states admitted to the Union and Mississippi as the 20th state.

Removes the previous flag design (adopted in 1894) that featured a blue saltire with 13 stars on a red ground in the canton, replaced by the new design with blue, white, and red horizontal bars.

Prohibits flying or displaying the previous official state flag on or in any public building or public property, with the exception of historical exhibits in public museums.

Directs public agencies and officials with jurisdiction over public buildings and property to enforce the prohibition on displaying the former flag design.
