Establishes a 13-member commission to select a new Mississippi flag design that reflects both the state's history and population diversity.

Commission membership includes 5 members appointed by the Governor (one from each congressional district plus one at-large), the President Pro Tempore of the Senate, the Speaker Pro Tempore of the House, 3 members appointed by the Lieutenant Governor, and 3 members appointed by the Speaker of the House.

Each public university and public community or junior college may submit one flag design to the commission by October 15, 2017.

Commission must select the design that best reflects the state's history and population diversity, and file its selection with the Secretary of the Senate and Clerk of the House by January 1, 2018.

Amends Section 3-3-16 of the Mississippi Code to make the commission-selected design the official state flag effective January 1, 2018.
