Authorizes the Department of Corrections to lease penitentiary land for agricultural purposes for one to three years, subject to concurrence by the Department of Finance and Administration.

Increases the fee-in-lieu of ad valorem taxes for agricultural leases from $9.00 to $13.00 per acre, with proceeds distributed to counties and municipalities on a pro rata basis.

Requires both the Department of Corrections and Department of Wildlife, Fisheries and Parks to advertise land leases for ten working days instead of seven days, publish notices in the Mississippi Market Bulletin, and compile bidders lists with direct notice to interested businesses.

Allows businesses to be removed from bidders lists after failing to respond to four consecutive bid invitations, and requires departments to provide prospective bidders access to inspect leased land during the bidding period.

Effective July 1, 2017.
