Creates a special "Comprehensive Hurricane Damage Mitigation Program Fund" within the State Treasury, administered by the Department of Insurance, with unexpended amounts not lapsing to the General Fund and investment earnings deposited to the fund's credit.

Requires the mitigation program to meet the "FORTIFIED home" standard in accordance with the Institute for Business and Home Safety.

Directs the Department of Insurance to conduct cost-benefit studies on wind hazard mitigation construction measures, provide wind certification and hurricane mitigation inspections, offer financial grants for property retrofitting, and conduct public education and awareness campaigns.

Establishes an advisory council composed of insurance agents, property insurers, homebuilders, legislative committee chairs, the Mississippi Windstorm Underwriting Association, and the Mississippi Emergency Management Agency to advise the program administrator.

Requires the 4% surplus lines insurance tax collected under Mississippi Code 83-21-25 to be deposited into the Comprehensive Hurricane Damage Mitigation Program Fund rather than the General Fund.
