Directs the State of Mississippi to promote celebration and preservation of its collective history from December 10, 1817 to present through education, tourism, and other events, highlighting cultural achievements and resilience from natural disasters.

Encourages all state agencies, state institutions, local governments, businesses, and citizens to fly and display the official bicentennial flag as part of Mississippi's bicentennial celebration.

Requires that any name change to state institutions, whether formal or informal, must be approved by an act of the Mississippi Legislature.
