Requires each local education provider in Mississippi to create and maintain a searchable, publicly accessible website database detailing all expenditures and revenues by July 1, 2018.

Website must include comprehensive expenditure data including recipient names, amounts, funding sources, expenditure dates, budget categories, purposes, and Education Return on Investment (eROI) analysis, with separate totals for adult education, community services, and preschool programs.

Financial data must be updated at least monthly, provided in downloadable open structured data format that allows users to sort and search, and archived with historical data remaining accessible.

Local education providers must post total expenditures and per-pupil spending figures on their website homepages within one week of budget adoption and one week after final audited figures are available, using formulas that exclude adult education, community services, and preschool expenditures.

Act takes effect July 1, 2017, and applies to school districts, cooperative service boards, intermediate school districts, the Mississippi Charter School Authorizer Board, and public charter schools.
