Requires the Mississippi Gaming Commission to establish and operate a state lottery, operational by December 31, 2017, with the commission promulgating necessary rules and regulations.

Allocates lottery proceeds after operational costs and prize payouts as follows: 25% to State Aid Road Fund, 25% to municipalities for municipal streets, and 50% equally divided among K-12 education, community colleges, and state institutions of higher learning.

Allows persons with gaming licenses in counties with approved legal gaming to serve as lottery distributors and retailers.

Exempts the authorized state lottery from existing criminal prohibitions on illegal gambling, lottery ticket sales, and related activities throughout Mississippi Code Sections 97-33-9 through 97-33-49.

Amends gaming statutes to clarify that lotteries and gaming are distinct regulatory categories under Mississippi law, with the legislature authorized to legislate on both.
