Limits financial assistance from public entities to public improvement districts to no more than 10% of the cost of roads and water/sewer systems proposed by the district.

Requires election notices to include a list of qualified candidates and changes voting to one vote per tax parcel (or per acre if set by district) rather than one vote per voter regardless of parcels owned.

Establishes that board members who miss three consecutive meetings or fail to pay district assessments automatically vacate their position, and creates procedures for filling vacancies through appointment or special election.

Requires public entities to hold a public meeting before entering any contribution agreement with a public improvement district and allows districts to be dissolved if required meetings are not held.

Allows unpaid assessments to be collected through tax sale procedures, with unsold property reverting to the district rather than the state.
