Amends Section 75-23-5 of the Mississippi Code to revise the presumed cost of doing business for wholesalers and retailers under the Unfair Cigarette Sales Law.

Phases in an increase in the wholesaler's presumed cost of doing business from 2% through June 30, 2017, to 3% (July 1, 2017 - June 30, 2018), 4% (July 1, 2018 - June 30, 2019), and 5% (July 1, 2019 onward) of the basic cost of cigarettes.

Phases in an increase in the retailer's presumed cost of doing business from 6% through June 30, 2017, to 8% (July 1, 2017 - June 30, 2018), 10% (July 1, 2018 - June 30, 2019), and 12% (July 1, 2019 onward) of the basic cost of cigarettes.

Maintains the wholesaler's cartage cost presumption at one-half of one percent of the basic cost of cigarettes.

Takes effect upon passage.
