Prohibits manufacturers and wholesale dealers from selling tobacco products to retailers except for cash or on agreed terms.

Requires vendors to notify the Commissioner of Revenue within five business days if payment is not received when due or a check is returned for insufficient funds.

Mandates the Commissioner notify all manufacturers and wholesalers in the state of any retailer default, requiring cash-only sales to that retailer until the Commissioner authorizes otherwise.

Authorizes the Commissioner to suspend a retailer's permit for up to 30 days per offense and permanently revoke it if the retailer is suspended for default in payment for more than six months in any 12-month period.

Takes effect July 1, 2017.
