Amends Section 67-1-5 of the Mississippi Code to define "bridal boutique" as an establishment within a municipality or qualified resort area that sells wedding gowns and bridal accessories, with at least 75% of sales dedicated to these products.

Amends Section 67-1-51 to include bridal boutiques among establishments eligible to obtain a merchant permit under the local option alcoholic beverage control law.

Authorizes bridal boutique merchant permit holders to serve complimentary wine by the glass, including native wine, and complimentary champagne by the glass to patrons.

Requires bridal boutique merchant permit holders to obtain all wine and champagne from holders of package retailer permits.

Takes effect July 1, 2017.
