Amends Section 67-1-101 of the Mississippi Code to add the City of McComb, Mississippi to the definition of "municipality" eligible to establish leisure and recreation districts under the local option alcoholic beverage control law.

Authorizes governing authorities of qualifying municipalities to establish one or more leisure and recreation districts within corporate boundaries and to modify district boundaries by ordinance.

Permits leisure and recreation district boundaries to extend into unincorporated county areas if the county consents and has voted to come out from under the dry law.

Requires municipalities establishing leisure and recreation districts to provide the Department of Revenue with a detailed ordinance, a georeferenced map, law enforcement verification, public safety plans, and a list of existing alcohol permit holders in the district.

Effective date is July 1, 2017.
