Amends Section 67-1-101 of the Mississippi Code to add the City of Vicksburg, City of Clinton, City of McComb, City of Brandon, City of Flowood, and the area owned by the Pearl River Valley Water Supply District to the definition of "municipality" under the local option alcoholic beverage control law.

Allows governing authorities of municipalities to establish one or more leisure and recreation districts within corporate boundaries and extend boundaries into unincorporated county areas with county consent.

Requires municipalities establishing leisure and recreation districts to provide detailed geographic descriptions, boundaries, georeferenced maps, and documentation of adequate law enforcement and public safety measures to the Department of Revenue.

Municipalities must submit to the Department of Revenue a list of permit holders under specified sections of the alcoholic beverage control law who are located in the district at the time of establishment.

Effective date is July 1, 2017.
