Authorizes small craft breweries producing not more than 60,000 barrels annually to sell light wine or beer on their premises for consumption on or off the premises, with sales limited to 10% of annual production or 1,500 barrels annually, whichever is less.

Restricts off-premises sales to 576 ounces per individual within 24 hours and requires breweries to take reasonable steps to prevent resale; prohibits mailing or shipping of products to consumers.

Increases brewpub production limits from 40,300 gallons to 75,000 gallons annually and authorizes brewpubs to sell light wine or beer in growlers (sealed containers up to 128 ounces) for off-premises consumption.

Imposes excise or privilege tax at 42.68 cents per gallon on light wine or beer sold by small craft breweries and on beer provided for tasting or sampling; requires monthly reporting and bonding.

Establishes penalties for violations including fines up to $5,000 and permit suspension for up to 30 days; allows small craft breweries acquired by larger manufacturers to continue operating under defined circumstances.
