Modifies the authorized purposes for bonds issued under the John C. Robinson Mississippi Aviation Museum Fund to include construction, repair, renovation, furnishing and equipping a building leased from the City of Gulfport, replacing previous language limited to architectural planning and museum consultants.

Maintains the $250,000 maximum bond authorization and the July 1, 2011 deadline after which no new bonds may be issued.

Preserves the special fund structure within the State Treasury maintained separately from the General Fund, with unexpended amounts and investment earnings retained in the fund.

Retains all existing provisions governing bond issuance, debt service, payment terms, and the State's full faith and credit pledge to repay the bonds.

Directs the Department of Finance and Administration to disburse fund monies to the John C. Robinson "Brown Condor" Association for the specified construction and renovation purposes.
