Changes the Department of Archives and History board of trustees from nine members to nine members appointed by the Governor with Senate advice and consent, replacing the previous selection method.

Existing trustees serving on July 1, 2017, continue until their terms expire, with successors appointed by the Governor according to a specific congressional district distribution schedule ending between 2025-2029.

Governor fills all vacancies on the board in the same manner as original appointments, with names sent to the next State Senate session for confirmation; if the Senate rejects an appointment, the Governor fills the vacancy.

After initial appointments expire, all future trustees are appointed for six-year terms from the expiration date of the previous term following the same congressional district distribution method.

Effective date is July 1, 2017.
