Abolishes the Advisory Council to the Department of Economic and Community Development, effective July 1, 2017.

Repeals the Mississippi Health Policy Act of 1994 (Sections 41-95-1 and 41-95-3).

Repeals sections creating the Mississippi Wayport Authority and removes the tax exemption for related federal property.

Repeals Section 49-31-43 prescribing duties for the Task Force on Recycling.

Makes conforming amendments to Sections 41-30-3, 45-23-9, 7-7-2, 49-31-17, 11-27-81, and 69-1-115 to remove references to abolished boards and councils.
