Expands the Mississippi Air Service Development Program to allow grants for seasonal air service (defined as service lasting between 2 and 12 months), with multiple seasons permitted within a 12-month period if separated by at least 2 months

Maintains grant funding formula of $10 per seat per day, capped at $500,000 annually per FAA Part 139 airport for any combination of airline or airport grants

Modifies grant disbursement for year-round service to quarterly payments (35%, 25%, 25%, 15%) over 12 consecutive months, while seasonal service grants are disbursed 100% at the end of the seasonal service period

Requires a 40% matching contribution from grant recipients, with no more than half (20% of total grant) coming from in-kind sources

Removes the July 1, 2018 sunset/repeal date, making the program permanent, effective July 1, 2017
