Allows resident individual income taxpayers to designate a portion of their tax refund as a contribution to the State General Fund by marking a box on their Mississippi income tax return.

Taxpayers can choose to contribute $1, $5, $10, or any other specified amount from their refund, with each spouse on a joint return able to designate their own contribution amount.

Requires the Department of Revenue to print the contribution designation space on resident income tax forms and explain the fund's purposes in the tax form instructions.

Applies to taxable years beginning on or after January 1, 2017.

Directs the Department of Revenue to calculate annual total contributions and report the amount to the State Treasurer for deposit into the State General Fund.
