Prohibits state agencies and community or junior colleges from expending public funds to pay contract lobbyists, with any such contracts declared void and unenforceable.

Public employees who authorize expenditures for contract lobbying services are subject to termination, but exempts employees directed by supervisors or governing boards to engage in lobbying as part of their official duties.

Adds definitions to lobbying law including "state agency," "community or junior college," "public funds," and "contract lobbying" to clarify scope of the prohibition.

Removes contracts for legislative advocacy services from oversight by the Personal Service Contract Review Board, which previously reviewed personal service contracts exceeding $75,000.

Takes effect July 1, 2017.
