Amends Section 9-17-1 to require participating counties to pay the annual salary of county court administrators directly to administrators, while the Administrative Office of Courts continues to pay circuit and chancery court administrators.

Counties with a chancery or circuit court administrator must transfer one-twelfth of their pro rata cost to the Administrative Office of Courts by the 20th of each month to fund those administrator salaries.

Brings forward Section 9-13-19 regarding court reporter compensation, establishing maximum annual salaries ranging from $40,500 to $46,000 (effective through September 30, 2017), with gradual increases based on experience level.

Court reporters may receive additional compensation for performing court administrator duties, with amounts set by judges and chancellors subject to Administrative Office of Courts approval.
