Brings forward Section 11-51-75, Mississippi Code of 1972, which establishes the appeals process for persons aggrieved by decisions of county boards of supervisors or municipal governing authorities.

Allows aggrieved persons to appeal within 10 days from the date of adjournment when the board or municipal authorities rendered their judgment or decision.

Requires the circuit court to hear appeals as an appellate court on the case presented in a bill of exceptions and either affirm or reverse the judgment; if reversed, the circuit court renders the judgment the board should have rendered.

Excludes appeals related to bond issuance or sale orders, which must instead be adjudicated by chancery court under Sections 31-13-5 to 31-13-11.

Takes effect July 1, 2017.
