Amends Section 25-11-127 of Mississippi Code to prohibit PERS retirees from receiving retirement benefits while performing services as a consultant or advisor to a state agency under contract as a contractor or independent contractor.

Applies the prohibition only when the consultant/advisor services are not an integral part of the agency's regular work or were previously performed by the retiree or another agency employee.

Maintains existing exceptions allowing retirees to work part-time (up to one-half normal working days or earning no more than 25% of average compensation) while continuing to draw benefits.

Preserves the ability of retirees to hold municipal or county elective offices while receiving retirement allowances under specified conditions.

Takes effect July 1, 2017.
