Increases the maximum fine for littering violations from $250 to $500, with violators fined a flat amount of $500.

Fine proceeds are directed to local litter prevention programs, projects, and education programs recommended by Keep Mississippi Beautiful, Inc.

Removes the provision that doubled minimum and maximum fines upon second or subsequent convictions.

Adds a $50 assessment per violation deposited into the Law Enforcement Officers Monument Fund, or after monument construction, into a scholarship program for children of deceased or disabled law enforcement officers and firefighters.

Takes effect July 1, 2017.
