Amends Section 93-21-13 to make emergency domestic abuse protection orders effective statewide, in all other states, and in U.S. territories and tribal lands; prohibits courts from limiting scope to state, municipal, or county boundaries.

Amends Section 93-21-15 to expand relief available in final domestic abuse protection orders to include "any other relief the court deems appropriate" and extends statewide effectiveness to all protection orders issued under this section.

Creates new Section 93-21-15.1 establishing appellate procedures: municipal/justice court decisions appealed to chancery court by trial de novo within 10 days; county court decisions appealed to chancery court on the record within 10 days.

Specifies that perfecting an appeal does not suspend the domestic abuse protection order, which remains in full force during the appeal unless it expires by passage of time.

Provides cost exemptions for appellants appealing the denial of protection orders and allows cost recovery if allegations are found without merit; takes effect July 1, 2017.
