Establishes the Mississippi Law Enforcement Officer's Training Academy as the only approved training academy for law enforcement officer certification in the state.

Requires all full-time and part-time law enforcement officers employed in Mississippi to attend the Academy prior to receiving certification, with currently employed officers required to complete training by July 1, 2018, or face administrative leave.

Prohibits employment jurisdiction from being a factor in determining acceptance to the Academy and requires national background checks as part of the application process.

Removes the Board on Law Enforcement Officer Standards and Training's authority to approve training schools other than the Academy.

Mandates applicants complete mental health evaluations, criminal background checks, Mississippi Bureau of Investigation character investigations, and substance abuse testing as employment requirements.
