Creates new crime of indecent assault under Mississippi Code Section 97-3-9 involving non-consensual touching of intimate body areas (breast, buttock, inner thigh, groin, genital area, or anal area) with intent to gratify lust, using any part of body or bodily fluid.

Defines "consent" as conscious and explicit permission without influence of drugs, force, or threats, and excludes consent given by children or mentally defective, incapacitated, physically helpless, or vulnerable persons as defined by state law.

First or second conviction is a misdemeanor punishable by fine of $500-$1,500 or up to 6 months in county/municipal jail.

Third or subsequent conviction within 5 years is a felony punishable by fine up to $5,000 and/or up to 3 years in state penitentiary.

Effective July 1, 2017, and does not prevent prosecution or conviction under any other provision of law.
