Amends Mississippi Code Section 99-19-81 to require that all felonies in a habitual offender case be punishable by more than five years imprisonment, rather than any felony.

Specifies that prior convictions used to establish habitual offender status must have occurred when the person was 18 years of age or older.

Requires that the person must have actually served separate terms of one year or more in state and/or federal penal institutions for the prior convictions.

Maintains existing penalties for habitual offenders: mandatory maximum sentence with no reduction, suspension, parole, or probation eligibility.

Effective date: July 1, 2017.
