Requires law enforcement agencies to notify the Mississippi Bureau of Investigations when a law enforcement officer is implicated in an officer-involved death, and mandates the Bureau investigate the circumstances of the death.

Directs the Mississippi Bureau of Investigations to provide investigation results to the Attorney General, who must determine whether evidence should be presented to a grand jury.

Authorizes the Attorney General to appoint a district attorney as special prosecutor to present evidence to the grand jury and prosecute any criminal charges arising from officer-involved deaths.

Defines "officer-involved death" as a death resulting directly from an act or omission of a law enforcement officer while on duty or performing law enforcement duties, whether on or off duty.

Brings forward existing statutory provisions governing the Mississippi Bureau of Investigations' contract agents, cost assessments in felony cases, and the Highway Safety Patrol's powers and duties, effective July 1, 2017.
