Requires law enforcement agencies to notify the Mississippi Bureau of Investigations when an officer-involved death occurs, and mandates the Bureau investigate the circumstances of the death.

Requires the Mississippi Bureau of Investigations to provide investigation results to the Attorney General, who determines whether evidence should be presented to a grand jury.

Requires the Attorney General to appoint a district attorney from a different county as special prosecutor to present evidence to the grand jury if the Attorney General determines prosecution is warranted.

Defines "officer-involved death" as a death resulting directly from an act or omission of a law enforcement officer while on duty or performing law enforcement duties.

Takes effect July 1, 2017.
