Establishes the Relief for Victims of Human Trafficking Fund financed by 50% of forfeited assets from trafficking cases, designates a Statewide Human Trafficking Coordinator position, and provides civil remedies including treble damages and restitution for trafficking victims.

Requires mandatory reporting of suspected trafficking of minors to the Department of Human Services and Statewide Coordinator, with immunity for victims who committed offenses under duress from trafficking.

Amends multiple existing statutes to reference new trafficking law sections, conform sex offender registration tiers to include trafficking crimes, and remove statute of limitations for human trafficking prosecutions.
