Amends Mississippi law to explicitly specify the funding sources for the Civil Legal Assistance Fund, which provides free legal services to low-income residents in civil matters

Funding sources include: $5.00 fees from civil filings in chancery and circuit courts, $30.00 specialty license plate fees for Civil Legal Assistance Fund supporters and Mississippi Bar members, and criminal penalty assessments under Section 99-19-73

$24.00 of each $30.00 specialty license plate fee goes to the Civil Legal Assistance Fund, with remaining amounts distributed to the Mississippi Burn Care Fund ($1.00), State Highway Fund ($2.00), and a special fund ($1.00)

Fund is administered by the Supreme Court through the Administrative Office of Courts and can only be allocated to organizations providing legal services to low-income Mississippians who meet Legal Services Corporation eligibility requirements
