Requires the Department of Finance and Administration to establish annual goals for service-connected disabled veteran-owned small business participation in state contracts and procurements.

Gives preference to certified service-connected disabled veteran-owned small businesses in public contract bidding when bids are substantially equal in quality and service but the veteran-owned business bid is not more than 10% higher in price than other bidders.

Defines "service-connected disabled veteran-owned small business" as an entity that is at least 51% owned by a service-connected disabled veteran and meets small business criteria including independent operation, Mississippi domicile, and Small Business Administration size standards.

Allows businesses with federal service-connected disabled veteran-owned small business certification to be automatically certified under the state program, with the Department maintaining a monthly updated listing available online and in written form.

Effective July 1, 2017.
