Amends Section 37-9-71 of Mississippi Code to clarify that school superintendents and principals have power to suspend or expel students for good cause, including misconduct on school property or at school-related activities.

Students suspended for more than 10 days or expelled are entitled to a due process hearing where they may be represented by legal counsel, present evidence, and cross-examine school district witnesses.

Students and their parents, legal guardians, or custodians have the right to appeal suspensions of more than 10 days and expulsions to the local school board.

Establishes that the standard of proof in all disciplinary proceedings shall be substantial evidence.

Takes effect July 1, 2017.
