Amends Section 75-24-7 to clarify exclusions from consumer protection regulations, adding "website provider" to the list of media entities exempt from liability for publishing false or misleading advertisements when lacking knowledge of deception and no direct financial interest in the sale.

Adds new exclusion for acts or practices "permitted under laws of the State of Mississippi or the United States or under rules, regulations, or decisions interpreting such laws," including those authorized by state or federal regulatory agencies.

Brings forward 13 existing sections of the Mississippi Consumer Protection Act (Sections 75-24-1 through 75-24-27) to establish the Office of Consumer Protection within the Attorney General's office with authority to enforce unfair and deceptive trade practices.

Establishes civil and criminal penalties for violations, including civil penalties up to $10,000 per violation, misdemeanor charges with fines up to $1,000, and felony charges with imprisonment up to five years for repeat offenses within five years.

Effective July 1, 2017.
