Increases the maximum fine for littering violations from $250 to $500, with no change to the minimum fine structure specified in the bill.

Increases the assessment deposited into the Law Enforcement Officers Monument Fund from $50 to $500 per violation, which supports scholarships for children of deceased or disabled law enforcement officers and firefighters.

Fine proceeds continue to be directed toward local litter prevention programs, projects, and school litter education programs recommended by Keep Mississippi Beautiful, Inc.

Maintains existing penalties for violators, including requirements to remove litter, repair property damage, perform community service, and pay investigative and prosecutorial costs, with requirements doubled for second or subsequent offenses.

Takes effect July 1, 2017.
