Reduces the number of governor-appointed members of the Mississippi Board of Animal Health from eleven to ten members.

Revises the small ruminant breeder position to require one recommendation each from the Mississippi Sheep Producers' Association, Mississippi Club Goat Association, and Mississippi Goat Association, with the Governor able to appoint from submitted recommendations if an association fails to timely submit.

Eliminates the separate position for a member of the Mississippi Independent Meat Packers' Association on the board.

Changes the board's meeting schedule from every other month to quarterly meetings.

Effective July 1, 2017.
