Amends Section 43-21-321 to authorize sponsoring local school districts to determine the length and schedule of the scholastic school year at juvenile detention centers, rather than having a fixed requirement.

Requires detention centers to maintain a minimum 180-day school year in compliance with Sections 37-13-61, 37-13-62, and 37-13-63.

Maintains existing requirements for educational services including diagnostic assessments within 48 hours of detention, individualized instruction for reading and math, character education, and transition planning upon release.

Preserves the role of the Mississippi Department of Education in collaborating with detention centers and school districts to ensure provision of educational services and determining financial reimbursements.

Becomes effective July 1, 2017.
