Authorizes CBD oil containing more than 15% cannabidiol and not more than 0.5% tetrahydrocannabinol to be obtained upon physician recommendation in Mississippi.

Allows CBD oil to be obtained from the University of Mississippi's National Center for Natural Products Research and Department of Pharmacy Services, or from up to ten private CBD oil preparation establishments regulated by the State Department of Health.

Provides affirmative defense to marijuana possession charges for individuals with debilitating epileptic conditions or other qualifying medical conditions as determined by State Department of Health regulations, when CBD oil use is pursuant to physician recommendation.

Protects physicians, patients, and their guardians from prosecution and prevents child removal proceedings based solely on authorized CBD oil possession or use.

Requires State Department of Health to promulgate final regulations within 120 days and submit implementation reports to the Legislature by January 10, 2018, 2019, and 2020; repeals the section on July 1, 2020.
