Changes Mississippi Code Section 37-29-305 to make mid-level funding for community and junior colleges discretionary rather than mandatory for the Legislature.

Defines mid-level funding as the average of per-student state funding for K-12 (calculated by dividing state funds by Average Daily Attendance) and per-FTE funding for regional universities (calculated by dividing state funds by Full-Time Equivalent enrollment), multiplied by total community and junior college FTEs.

Requires the most current available data from the same fiscal year for all entities in the funding calculation, with FTE enrollment and financial data sourced from the SREB State Data Exchange.

Takes effect upon passage.
