HB 1446 Summary

• Authorizes operation of low-speed vehicles (4-wheeled electric or gasoline powered vehicles with top speeds between 20-25 mph complying with 49 CFR 571.500) on public highways, roads and streets with posted speed limits of 35 mph or less statewide.

• Requires low-speed vehicle operators to possess a valid driver's license or temporary driver's permit and proof of financial responsibility; permits crossing highways with higher speed limits at intersections.

• Mandates registration of low-speed vehicles with the Department of Revenue and issuance of a special 6" x 3" license tag; allows personalized and special license tags for low-speed vehicles.

• Permits counties, municipalities, and the Mississippi Department of Transportation to prohibit low-speed vehicle operation on roads under their jurisdiction if determined necessary for public safety.

• Repeals Chapter 938, Laws of 2012 (Diamondhead low-speed vehicle authorization) and Chapter 909, Laws of 2013 (Pass Christian low-speed vehicle authorization) effective July 1, 2017.
